Umm, what are the chances that the loser will go to the site and basically admit and make it public knowledge that he sucks? Wouldn't a lot of people just forget about reporting that they lost so they could have a better record?
Short version:
To answer your question, the chances are very slim and if it does happen, it is a much larger loss to the player not reporting than to the person who won =)

Long version:
We have not had a problem with this yet and there has been 288 games played among 30 players (51 total players, 21 of which haven't played games yet). Goh is a game of class and intelligence and if you are not an honorable player it quickly becomes known among the closely knit Goh community.
As the league is growing quickly, I will be creating a secure log on section so that players can post comments on each other's game history pages so that you know how players have interacted with their opponents in the past. Comments can be positive or negative. If you receive a negative comment from a well known and trustworthy player, then the dedicated players who have a long game history with this person will know to be more careful when playing you (by taking many screen shots to give to a host or myself if the game is not reported).
Because of how the ranking formula works, it is not a big deal if someone gets many losses. As long as their skill improves they are able to climb the ranks very quickly by beating highly ranked players, regardless of how many games they have lost in the past. The amount of points you can gain and lose are capped and the rank of the person you are playing is a great factor in how many points you lose or gain in relation to that cap.
